Storage advances the war prelude as the alliance secures its assets and the two prime targets — Naruto and Killer Bee, the eight and nine tails — are hidden away for protection. The episode sets up the island sanctuary plan: the jinchuriki the war is being fought over must be kept from the enemy at all costs. Naruto, desperate to fight, is instead routed toward safekeeping. It's the canon arc's setup for the island training arc, the alliance's gambit to hide its most dangerous and most targeted weapons.
